Mr. Wagner asked if there was a cost figure, and Mayor Adams responded there was, but that it was not really known exactly what it was, somewhere in the neighborhood of $20,000, plus or minus. Ms. Welsch said the architects estimated $10,000 for design and $10,000 for installation. The roll call vote was as follows: AYES: Mr. Wagner, Ms. Welsch and Mr. Sharpe. NAYS: Ms. Colquitt, Mr. Munkel, Mr. Lieberman and Mayor Adams. The motion to approve a change order to add a curb failed 4 to 3. CITIZEN COMMENTS: Richard Dockett, 6844 Crest Avenue, reported what he considered to be a verbal attack against himself and his family, by Police Chief Paine on August 19, 2003, at a Third Ward Coalition meeting. According to Mr. Dockett, Chief Paine stated that Mr. Dockett "was the problem" in University City, especially in reference to people "recreating (sic) in the street" (loitering). Mr. Dockett had asked for some statistics relating to people cited for loitering in the street, which were not forthcoming from the Police Department. He also felt the police owed him an apology for a police presence on August 27, 2003, which he deemed to be too intense. BILLS FOR SECOND AND THIRD READING: BILL NO. 8670 - AMENDING CHAPTER 9.08 OF THE MUNICIPAL CODE, RELATING TO OFFENSES AGAINST PUBLIC PEACE AND DECENCY, BY ENACTING THEREIN NEW SECTIONS TO BE KNOWN AS SECTION 9.08.260 UNLAWFUL HOUSING PRACTICES-DISCRIMINATION IN HOUSING," SECTION 9.08.270 DISCRIMINATION IN PUBLIC ACCOMODATIONS PROHIBITED-EXCEPTIONS," AND "SECTION 9.08.280 UNLAWFUL EMPLOYMENT PRACTICES-EXCEPTIONS;" CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY. The bill was given its second reading. Mr. Munkel spoke against this bill, noting that 1) it adds sexual orientation as a protective class in the discrimination statutes.
