Mr. Wagner asked if there was a cost figure, and Mayor Adams responded there was, <br />but that it was not really known exactly what it was, somewhere in the neighborhood of <br />$20,000, plus or minus. <br /> <br />Ms. Welsch said the architects estimated $10,000 for design and $10,000 for <br />installation. <br /> <br />The roll call vote was as follows: AYES: Mr. Wagner, Ms. Welsch and Mr. Sharpe. <br />NAYS: Ms. Colquitt, Mr. Munkel, Mr. Lieberman and Mayor Adams. The motion to <br />approve a change order to add a curb failed 4 to 3. <br /> <br />CITIZEN COMMENTS: <br /> <br />Richard Dockett, 6844 Crest Avenue, reported what he considered to be a verbal attack <br />against himself and his family, by Police Chief Paine on August 19, 2003, at a <br />Third Ward Coalition meeting. According to Mr. Dockett, Chief Paine stated that Mr. <br />Dockett "was the problem" in University City, especially in reference to people <br />"recreating (sic) in the street" (loitering). Mr. Dockett had asked for some statistics <br />relating to people cited for loitering in the street, which were not forthcoming from the <br />Police Department. He also felt the police owed him an apology for a police presence <br />on August 27, 2003, which he deemed to be too intense. <br /> <br />BILLS FOR SECOND AND THIRD READING: <br /> <br />BILL NO. 8670 - AMENDING CHAPTER 9.08 OF THE MUNICIPAL CODE, <br />RELATING TO OFFENSES AGAINST PUBLIC PEACE AND DECENCY, BY <br />ENACTING THEREIN NEW SECTIONS TO BE KNOWN AS SECTION 9.08.260 <br />UNLAWFUL HOUSING PRACTICES-DISCRIMINATION IN HOUSING," <br />SECTION 9.08.270 DISCRIMINATION IN PUBLIC ACCOMODATIONS <br />PROHIBITED-EXCEPTIONS," AND "SECTION 9.08.280 UNLAWFUL <br />EMPLOYMENT PRACTICES-EXCEPTIONS;" CONTAINING A SAVINGS <br />CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was given its second reading. <br /> <br />Mr. Munkel spoke against this bill, noting that 1) it adds sexual orientation as a <br />protective class in the discrimination statutes. The Missouri Statutes do not include this <br />group as a protective class. 2) Since there has been no testimony before the Council, <br />no correspondence, no complaints about a problem in University City of people renting <br />or owning homes because of non-traditional sexual preferences, this appears to be <br />passing a law for a problem that does not exist. 3) According to the definition, a law is <br />being created on the basis of what a person is inclined to do, his or her identity or self- <br />image, which is a poor basis for a law. 4) He does not believe the Council has the <br />authority to create a new class of protected person when the State has not already done <br />so. 5) Definition of sexual orientation written here condones cohabitation of adults of <br />Page 15 <br /> <br /> <br />
