Although he attended all the <br />meetings about Proposition K and voted for the tax, he did not support the concept. And <br />he still does not, because Proposition K survey matters and member users will be <br />aborted if the City proceeds with the box along side the soccer dome. There is not <br />sufficient space to include all items on the wish list: indoor swimming pool, indoor <br />tennis, and the other items included by Proposition K and duplicated by the Park <br />Commission. Without further consideration of how to proceed, there will be harm to <br />Heman Park and we will eliminate other possible improvements later. You will do a <br />complete dis-service to the community. <br /> <br />Mayor Adams asked for a motion from the Council. Mr. Wagner moved for approval <br />and Mr. Sharpe seconded the motion. <br /> <br />Ms. Welsch said she agrees with Misters Winters and Reckamp and she is not <br />comfortable flirting with this concept, as stated tonight, although she agrees with their <br />comments. She has other concerns with it: while the proposal states emphatically what <br />is to be included, she does not know what can be included, because we do not know <br />the cost. We had a price of $2.1 million for the pool, and the price came in at $1.5 <br />million. She does not know if the Council can promise to add offices for recreation staff <br />and volunteers; we do not know that. When the design group starts working we may be <br />able to include more than is listed here. She is not comfortable with the statement and <br />asks Council colleagues what the purpose of this statement is and why we need to do <br />this? She feels uncomfortable with this. What is the purpose of it? <br /> <br />Mayor Adams said the purpose is to put it on the official record; to demonstrate that the <br />City is issuing bids for the architectural design concepts, so that it can consider what it <br />can and cannot do. To answer the questions raised by Ms. Welsch, decisions to act <br />rests with having something on paper. <br /> <br />Ms. Welsch felt the official record resulted from the meeting on Thursday, September 4, <br />2003, and she is more comfortable with that because it is not as specific as the one the <br />City Manager places here. <br /> <br />Mr. Moton responded that the purpose is an administrative one. As the City interfaces <br />with firms, there is a need to communicate the expectations of the Council and of the <br />community. This form of concept summary allows the City to be "on the same page" as <br />the Council. When a firm is selected they will begin "from scratch", acknowledging <br />items specified in the plan, such as the elevated track, and to point out other <br />considerations, such as the warming kitchen and activity rooms. It is a way to <br />communicate properly. When they return plans which are shared with Council, it <br />provides a way for you and the public to comment on progress throughout the design <br />stage. <br /> <br />Ms. Welsch added that her concern, returning to Mr. Winters' comments, is talking <br />about the optional.
