Session 1897 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />September 29, 2003 <br /> <br />At a special meeting of the City Council of University City held in the second floor <br />conference room of City Hall on Monday, September 29, 2003, Mayor Joseph L. <br />Adams called the meeting to order at 6:15 p.m. In addition to the Mayor, the <br />following members of the Council were present: <br /> <br />Mr. Wayne Munkel <br />Mr. Larry Lieberman <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />Mr. Wagner and Ms. Colquitt were excused for the meeting. Also present was <br />City Manager Frank Ollendorff and Assistant City Manager Thomas Moton, Jr. <br /> <br />Olive Enhancement Status: <br /> <br />Mr. Ollendorff presented Council with an update on the Olive Street Boulevard <br />enhancement project. In response to Mr. Ollendorff's report, several <br />Councilmembers had questions regarding standards for signage, bike lane <br />widths, and exact schedule of improvements. It was also noted that, according to <br />the map, that Olive did not look like it was designated as a bike path, when it was <br />understood that it would be. Mr. Ollendorff assured them that he would prepare <br />another report that would address the Council's concerns and questions. The <br />Council was generally pleased with the status to date, but requested Mr. <br />Ollendorff look into the above issues and report back to them. <br /> <br />Sunday Liquor Sales: <br /> <br />Mr. Ollendorff noted that the State legislature is now allowing liquor sales on <br />Sunday starting at 9 a.m. versus the 11 a.m. time that our ordinance currently <br />enforces. Schnucks has asked that the City prepare a bill allowing businesses to <br />start selling liquor at the earlier time. The sense of Council was to have Mr. <br />Ollendorff prepare a legislative bill to incorporate the new state law. <br /> <br />Executive Session: <br /> <br />Ms. Welsch moved that the Council meet immediately in the same room at 6:45 <br />p.m. to discuss legal, real estate and personnel issues per RSMo 610.021 (1),(3) <br />and (2). Mr. Sharpe seconded the motion. The roll call vote was: AYES: Mr. <br />Munkel, Mr. Lieberman, Ms. Welsch, Mr. Sharpe and Mayor Adams. The motion <br />to meet in Executive session passed unanimously. <br /> <br /> <br />
