Session 1899
October 20, 2003

A bill was introduced by Ms. Colquitt, entitled:

AN ORDINANCE VACATING AND SURRENDERING THE RIGHT-OF-WAY
BETWEEN 1063 ROTH AVENUE AND 6975 OLIVE BLVD.,BUT RESERVING
ANY PRUBLIC UTILITY EASEMENTS, AND DIRECTING THAT THIS
ORDINANCE BE RECORDED IN THE OFFICE OF THE RECORDEROF DEED
OF ST. LOUIS COUNTY, MISSOURI.

The bill was given its first reading and assigned the Number 8693.

MISCELLANEOUS

Mr. Munkel questioned if 8689 was the same bill completed a couple of sessions
ago" and Mr. Ollendorff replied that it was the identical bill, introduced and
subsequently defeated last month. Councilmember Wagner requested its
introduction. Mr. Ollendorff then recommended its approval to accomplish a
number of purposes.

Ms. Welsch said she had two things to discuss: 1) she supported the bill Mr.
Munkel just mentioned in the affirmative so long as his concerns were
addressed, and 2) she asked why the special election was scheduled for
February 2004, wondering if it could be combined with the April 2004 election.
Mr. Ollendorff responded that the February and the April election dates are the
least expensive ones. Other available dates would have only one or very few
items upon which to vote. February is a primary election day, so there will be
many issues on the ballot. April is an election shared by the School Board so it is
a relatively inexpensive election, too. Ms. Welsch asked if Missouri and
Presidential primary elections occurred in February. Mr. Ollendorff said some
were.

Mr. Sharpe encouraged everyone to obtain 'flu shots and pneumonia shots as
well.

Mr. Wagner commented on Bill Number 8689, noting a simple change to historic
ordinances protecting civil rights. He observed that in the past the City Council
passed legislation prohibiting discrimination in housing and public
accommodation on the basis of race, religion, ethnic origin, gender. This
ordinance adds two words "sexual orientation" which extends civil rights to these
issues.

Page 12
