Policies and Qualifications for Low Income Residents with Delinquent Trash Bills Purpose: R efuse account holders that have been unable to meet the requirements of 2008 Delinquent Trash Bill Collection Enhancement Program payment options of the and who have household income that meets the U.S. Department of Health and Human Services Federal Poverty Guidelines, will be eligible for a one-time reduction of their delinquent trash bills outlined below. The level of relief will be tied to poverty guidelines below: Persons in HHS Poverty Level and 150% of HH Poverty Household Below Level Very Low Income Low Income 1$10,400 $15,600 2$14,000 $21,000 3$17,600 $26,400 4$21,200 $31,800 5$24,800 $37,200 6$32,000 $42,000 7$35,600 $53,400 For each additional person, add $3600 at poverty level and $5400 at 150% of poverty level. To determine whether a household meets any of these poverty guidelines, residents must produce evidence of their income, including a copy of a Federal Tax return or all other supporting documentation. They must list income for all members of the household. They would also have to provide information on their additional liquid assets. Once the household income is established, the Department of Finance will make accommodations for citizens in household with income less than 150% of the federal poverty rates. Differing levels of relief could be offered for those below the poverty line and those between the poverty line and 150% of the HHS poverty line. The total annual household income for the previous year is less than 150% of the Health and Human Services (HHS) poverty guidelines.
