BILL 8987 — <br />An ordinance of the City of University City, Missouri amending the <br />Municipal Code to authorize vehicle incapacitation by the City for delinquent <br />accumulated non-moving parking violations. <br />L. CITIZENS’ COMMENTS <br />Mark Lustczynski, 7008 Cornell <br />Mr. Lustczynski stated that he had hoped Bills 8985 and 8986 have a clause that <br />would provide for any displacements, resulting from economic hardships. He was <br />present mainly to speak on the City passing a noise ordinance specifically related to <br />such noise as gas powered leaf blowers. <br />Marvin Lindmark, 1650 DesPeres Food, Suite 200 <br />Mr. Lindmark was a representative of the Post Dispatch and the USA Newspaper. <br />He was present to address the limitation on news boxes affected by the City’s <br />passing of an ordinance in January 2008. Mr. Lindmark felt it restricted freedom of <br />speech. He asked the City to have a meeting with newsprint representatives to <br />discuss possible solutions. Mr. Lindmark felt the costs per box and the specification <br />for each box was cost prohibitive. <br />Mr. Glickert asked for Council representation at the requested meeting with the City <br />and newsprint representatives. <br />Joan Dames, 7149 Lindell <br />Ms. Dames was present to request the City to take care of the City trees by her <br />residence that were hazardous. <br />Dan Sherburne, 727 Heman Ave <br />Mr. Sherburne a representative of the Missouri Coalition for the Environment <br />involved with the River DesPeres Water Shed Coalition, felt the development of the <br />Ruth Park Driving Range would present a problem with water run-off. He felt a <br />hydrologic study should be completed immediately. <br />Steven Kraft, 7275 Creveling <br />Mr. Kraft questioned the leaf scheduling. He stated that in his area, the leaf pickup <br />was scheduled when there were not any leaves on the ground. <br />Stephan Glickert, 7750 Blackberry <br />Mr. Glickert objected to the large dumpsters remaining at residences for an <br />exorbitant amount of time. Secondly he was concerned about being approached by <br />beggars at the car wash on the 900 block of Pennsylvania on more than one <br />occassion. <br /> <br />
