Session 1907 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />January 17, 2004 <br /> <br />At a duly posted study session of the City Council of University City held in the <br />Conference Room on the Second Floor level of City Hall on Saturday, January <br />17, 2004, Mayor Joseph L. Adams called the meeting to order at 9:20 a.m. In <br />addition to Mayor Adams, the following Councilmembers were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne Munkel <br />Mr. Robert Wagner <br />Mr. Larry Lieberman <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe <br /> <br />Also present was the City Manager, Frank Ollendorff, Assistant City Manager <br />Thomas Moton, Jr. and the City Clerk, Leisha Meine-Forsythe. <br /> <br />ARenda Item # I - Recreation Facility Preliminary Plans: <br /> <br />Mr. Ollendorff introduced Michael Prattle of Jacobs Construction Company, who <br />attended to discuss the plan for the Heman Recreation Facility expansion. This <br />plan will be shared with the Park Commission at their regular meeting on January <br />27th, 2004, and to the Proposition K Committee at their regular meeting in early <br />February. The concept includes all of the highest priority improvements and most <br />of the desired improvements. Those items not included are: racquetball facilities, <br />a separate aerobics area, sauna or whirlpool facilities, Park Department offices, <br />and a full-service kitchen. The plans before the Council today are pending review <br />and approval. Mr. Ollendorff advised the budget estimate is $1,200,000 short, <br />due to increased prices. <br /> <br />Mr. Prattle said the goal was to include as much as what was promised by <br />Proposition K as possible. Two constraints were the budget limitations and the <br />site. The means of achieving balance between park and building was to use as <br />much of the existing facility as possible, providing cosmetic upgrades, utilizing <br />multi-purpose spaces, and considering needs of future expansion. He <br />commented specifically upon the restroom facilities, security features, the <br />aerobics area, the difference between a stay and play area and a daycare facility, <br />the warming kitchen, the elevated tract, storage areas, entrances and parking <br />facilities, outdoor lighting as both aesthetics and security, the soccer facility, and <br />the bath house, explaining reasons for the designs and responding to questions <br />as he described the plans.
