Council Agenda Item Cover <br />___________________________________________________________ <br />MEETING DATE: <br /> March 24, 2008 <br />AGENDA ITEM TITLE: <br /> Ordinance of the City of University City Missouri, Finding of <br />Blight and Adopting a Redevelopment Plan for the Olive Boulevard and Midland <br />Boulevard Urban Renewal Area. <br />AGENDA SECTION: <br /> New Business <br />CAN THIS ITEM BE RESCHEDULED? : <br />No <br />BACKGROUND REVIEW: <br />To further the City’s economic development goals and <br />strategies, the University City LCRA hired PGAV Urban Consulting to prepare a <br />blighting analysis and a redevelopment plan for several parcels located near Olive and <br />Midland boulevards. The blighting analysis for the area was adopted by LCRA on <br />December 7, 2007 and the plan was adopted on January 23, 2008. On February 27, <br />2008 the plan was reviewed by the Plan Commission, which found it to be in conformity <br />with the City’s Comprehensive Plan Update of 2005. <br />In accordance with the LCRA Law, the blighting analysis and redevelopment plan must <br />now being forwarded to City Council. An ordinance finding blight and adopting the <br />redevelopment plan should receive a first reading at the Council’s March 24, 2008 <br />regular business meeting.To meet LCRA law, Council should schedule a public <br />hearing on these items for April 21, 2008. <br />Attachments: <br />A: Ordinance (Olive and Midland Boulevard Redevelopment Plan attached as <br />Exhibit 2 <br /> of the Ordinance) <br />B.
