The plans include two action steps: acquisition of property and consolidation/disposal of <br />property. For both subject areas, the approach will be the same. The City will acquire property <br />within the areas as it becomes available for purposes of land consolidation and improvements. <br />The proposed method of property acquisition is outright purchase, and failing to accept an offer, <br />condemnation and eminent domain. The City will attempt to retain any businesses that are <br />relocated as a result of LCRA action. As property is acquired, the LCRA will make tracts <br />available to developers for redevelopment. <br />The maximum length of time anticipated for implementation is four years. <br />STAFF RECOMMENDATION <br />Staff recommends approval of the two redevelopment plans. The plans are consistent with the <br />Comprehensive Plan Update of 2005 and are located in Areas Designated for Redevelopment <br />(Redevelopment Areas 3 and 4). Relevant supporting sections of the Comprehensive Plan <br />Update include: <br />p. 15:Goals <br />Growth Management <br />1. The management and improvement of commercial areas. <br />4. The management of physical development in a manner that produces high-quality, long- <br />lasting development, that projects a positive community image, increases the value of <br />surrounding property, adds to the public convenience, enlarges opportunities for pursuing an <br />urban life style, and enhances community resources. <br />9. Provide opportunities for mixed-used developments to create a diverse blend of <br />commercial and residential uses to help meet the daily needs of residents. <br />10. Identify potential redevelopment sites that could enhance the City’s overall economic <br />well-being. <br />Community Quality <br />5. The maintenance and improvement of access to shopping, employment, and recreational <br />resources. <br />13.
