SECTION 1 INTRODUCTION AND AREA DESCRIPTION A.PR URPOSE OF THIS EPORT The purpose of this report is twofold with regard to the Olive & North and South Urban Plate 1 - Area Boundary MapAppendix Renewal Project Area (Area), as shown on in A . First, this document will establish findings and conditions for the purposes of declaring an area within the City of University City, Missouri (City) as a “Blighted” or “Insanitary” area under Sections 99.300 to 99.600 – Land Clearance for Redevelopment Authority Law (the LCRA Law) of the Revised Statutes of Missouri (R.S. MO). Second, following the establishment of the conditions which qualify the Area, subsequent sections of this report will serve as the “Workable Program” (“Program”) and the “Redevelopment Plan” (“Plan”) for an urban renewal and redevelopment project undertaken within the Area. B.LCRAL AND LEARANCE FOR EDEVELOPMENTUTHORITYAW As outlined in Section 99.430 R.S. MO, the initial step in establishing an area under the LCRA Law is for the governing body of the municipality to declare, by resolution or ordinance, that the area is a “Blighted area” or “Insanitary area” in need of redevelopment or in need of rehabilitation. Section 99.320 of the LCRA Law sets out the definitions of these two areas as follows: "Blighted area", an area which, by reason of the predominance of defective or inadequate street layout, insanitary or unsafe conditions, deterioration of site improvements, improper subdivision or obsolete platting, or the existence of conditions which endanger life or property by fire and other causes, or any combination of such factors, retards the provision of housing accommodations or constitutes an economic or social liability or a menace to the public health, safety, morals, or welfare in its present condition and use. "Insanitary area", an area in which there is a predominance of buildings and improvements which, by reason of dilapidation, deterioration, age or obsolescence, inadequate provision for ventilation, light, air sanitation or open spaces, high density of population and overcrowding of buildings, overcrowding of land, or the existence of conditions which endanger life or property by fire and other causes, or any combination of such factors, is conducive to ill health, transmission of disease, infant mortality, juvenile delinquency and crime or constitutes an economic or social liability and is detrimental to the public health, safety, morals, or welfare; C.AD REA ESCRIPTION The Area is located east of the intersection of Olive Boulevard and North and South Road.
