. Reducing the citizens' security by cutting staff, police and fire department, is not
what is needed to encourage families and population to move into U.City
. Cities service fees should be raised
. Except for Fire and Police the number of employees should be kept in parity with
the population
. Revenue should be gained for City owned parking lots in the Loop area. If the Loop
businesses feel it would hurt their businesses, then they should lease the lots from
the City
. In order for U.City's housing stock to be attractive to possible buyers the ratings of
the city's school system must be improved

Jen Jensen, 76 Pennsylvania
. Inquired if U.City was investing any of its monies. Ms. Watson said that cities are
tightly regulated by the state and limits placed on its investments. Any interest
gained is listed under miscellaneous in the budget line item.

COUNCIL COMMENTS
Mr. Price agreed that the University City School system needs to be improved for
University City to move forward. He urged people to go to the school board meetings
and address this issue at their meetings. Mr. Price thanked the City Manager for her
report on potential recycling revenues which showed that recycling could be a good
source of revenue for the city, plus it eliminates some of the dumping charges. He
encouraged more citizens to participate.

Ms. Ricci said the City needs to do some creative thinking and she thanked everyone
for their suggestions. She listed city services in importance: safety, convenience then
entertainment. Ms. Ricci agreed that cities need to start merging.

Ms. Brot stated that there is a need for the City to get information to more citizens on
the value of recycling, not just to those now on the emailed City Manger's weekly report.
The city needs to better communicate with the public. She invited her replacement to
speak at public functions in order to get messages out to University City residents. Ms.
Brot challenged her current council members to help deliver meals to the seniors. She
hopes that more programs encouraging fitness for the seniors become available during
the afternoons when Centennial Commons is less used. Ms. Brot suggested the
Council needs to pursue any grants that might be available to help bring revenue to do
more for the very large active senior citizen population living in U.City. She reminded
everyone of the economic development that has taken place in University City such as
the addition of businesses on North and South, new condos in the Loop and on
McKnight and Berrick; yet, she agreed that more needs to take place. Ms. Brot ended
by saying that serving on the Council has been a major highlight of her life.

Mr. Wagner again thanked Ms. Brot for all her energy and work she put in on the
Council. He also agreed with Mr. Price about the need to improve University City's
schools and the need to lay it on the table and speak out in trying to improve the school
district. Mr. Wagner stated that University City was the pioneer in recycling and more
revenue can still be gained from recycling.

Mayor Adams agreed with the need to increase the use of recycling not only for the
revenue but for keeping the environment green.
