RESOLUTION 2008 - 7 <br />Resolution to Create a Citizen Oversight <br />Committee for Ruth Park Golf Course <br />WHEREAS <br /> the City Council of University City has approved the development <br />of a Learning Center Practice Area at the Ruth Park Golf Course, and further, <br />WHEREAS <br /> the purpose of the new Practice Area is to enhance the Youth Golf <br />Instructional programs at Ruth Park, and to provide a safer adult practice area, and <br />further, <br />WHEREAS <br /> the Practice Area will also provide an opportunity to better <br />integrate golf instruction into the curriculum of the University City School District, and <br />to provide a practice area for the University City High School golf team, and further, <br />WHEREAS <br /> the operation of the Practice area under University City Parks and <br />Recreation direction is anticipated to provide additional revenues for operation of the <br />Ruth Park Golf Course, and further, <br />WHEREAS <br /> several University City residents have expressed concerns over <br />the operation of the new Practice Area, including lighting, street parking, landscaping, <br />water drainage, toilet facilities, and about the viability of the business plan, now, <br />THEREFORE <br /> the City Council of University City does approve the creation of <br />a Citizens Oversight Committee for the purpose of scrutinizing the plans for <br />implementing and operating the new Practice Area as part of the Golf Course, and <br />receiving periodic reports on the operations, including the revenues and expenses of <br />the operation, and <br />THEREFORE <br />, the City Council shall appoint a committee of eleven citizens, <br />three volunteers from each Ward, respectively, appointed by the City Council and two <br />additional members appointed by the Mayor, and <br />THEREFORE <br /> the City Council instructs the City Manager to assign a staff <br />liaison from the Parks, Recreation, and Forestry Department to attend the periodic <br />meetings, and to provide appropriate reports requested by the Committee, including <br />all data requested concerning construction and landscaping status, hydrological <br />studies, and periodic business accounting breakdowns for the Golf Course and <br />Practice Area, and <br />THEREFORE <br />, the Council will receive reports following each committee <br />meeting directly from the Citizens Committee, including their comments and <br /> <br />
