Session 1911 <br />February 9, 2004 <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Lieberman moved approval and Mr. Wagner seconded the motion. The roll call vote <br />was taken and the result was as follows: AYES: Mr. Wagner, Mr. Lieberman, Ms. <br />Welsch, Mr. Sharpe, Ms. Colquitt, Mr. Munkel and Mayor Adams. NAYS: none. Bill <br />8708 was passed and became Ordinance Number 6476. <br /> <br />BILLS FOR INTRODUCTION <br /> <br />1. Mr. Munkel introduced 8709, which was read for the first time: <br /> <br />AN ORDINANCE VACATING AND SURRENDERING THE PUBLIC RIGHT-OF- <br />WAY BEHIND 7831-7853 OLIVE BOULEVARD, BUT RESERVING ANY <br />PUBLIC UTILITY EASEMENTS, AND DIRECTING THAT THIS ORDINANCE BE <br />RECORDED IN THE OFFICE OF THE RECORDER OF DEEDS OF ST. LOUIS <br />COUNTY, MISSOURI. <br /> <br />Ms. Welsch asked if the business located in this stretch of buildings have requested the <br />vacating of the alley. She asked for details about citations for lack of maintenance of <br />trash and litter issues, expressing concern that this situation may not improve if citizens <br />are required to do this on their own. She said she is concerned about "giving away <br />public property." She requested this information for the Public Hearing. <br /> <br />COMMENTS <br /> <br />Mr. Munkel mentioned a Missouri Court of Appeals decision which upheld the <br />revocation of the professional license of the former administrator the Leland Nursing <br />Home. He recalled that four University City residents died at this home due to gross <br />negligence and incompetence. He lauded the work of University City Police and Fire <br />Departments for their work in preventing further deaths, and commented that there "is <br />justice in this case, even though it is not in the criminal justice system." <br /> <br />Mayor Adams thanked citizens for voting in the primary election, earlier this month. <br />He also mentioned that the University City Education Foundation will hold a fund raiser <br />on February 21, 2004, and urged citizens to participate. <br /> <br />Mr. Wagner commended the Public Works Department for securing a grant from the <br />Saint Louis Jefferson Solid Waste Management Region and for the good work they did. <br /> <br />Page 10 <br /> <br /> <br />
