The meeting is on one component in the development of an overall
Master Plan for the parks. Parks standards have already been developed and each
park has been evaluated by staff for current conditions and future opportunities. A
survey was distributed via the internet and in hard copy. It asked about park use,
visitation, ideas for improving and increasing recreational opportunities and opinion
about how park users feel about the current park system. 577 surveys were collected
from 486 residents. The public meeting will address the strongest issues coming from
the citizen surveys and the inspections. Focus groups will discuss parks in need of
redesign; biking, jogging, walking paths/trails; beautification; restrooms; indoor pool and
Heman Bathhouse; and the Community Center. After a facilitated discussion, citizens
will vote on which ideas should be pursued. Some projects being
considered by the county include replacing or updating several county buildings, road
improvement and preservation projects throughout the county, updating and improving
several of our parks facilities and updating security such as the Early Warning
Communications System. The Commission’s role is to study these issues and make
recommendations to the County Executive. In total, these projects would cost the
county approximately $430 million. The county has proposed the following funding
mechanisms:
A $120 million general obligation bond issue for buildings and building
?
improvements. It would extend the payment for bond retirement by 15 years to
2028 without requiring a property tax increase. (this would include the county
selling the parking lot across from the 41 Central building as well as tearing down
2 other county buildings and selling the Juvenile court building at Enterprise on
Brentwood )
A sales tax increase for Metro's buses and Metro Link. All revenue from that
?
increase would go to the transit system, but the county would reduce by $5
million per year money it provides Metro through a separate transportation sales
tax. The $5 million would go for road projects. The Commission may consider
whether to include whether pedestrian/bike paths be included in the Hanley Road
overpass.
