<br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />April 21,2008 <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, April 21, <br />2008, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br />Mr. Arthur Sharpe, Jr. <br />Ms. Stefany Brot <br />Mr. Michael Glickert <br />Mr. Robert Wagner <br />Mr. Byron Price <br />Ms. Ricci had an excused absence. <br /> <br />Also present were Deputy City Manager Janet Watson and newly elected Council member <br />Terry Crow. <br /> <br />The Study Session agenda was for the purpose to discuss the Community Development <br />Block Grant (CDBG) funding, the process for approving them and a brief history of how <br />they have been used by the City. <br /> <br />Ms. Watson also reported on the General Fund Financial Status through the third quarter <br />of 2008. <br /> <br />Revenue: <br />. Sales tax was down or flat in the last few months <br />. Intergovernmental fees were down, which includes cigarette and gasoline tax. Plus the <br />County increased their collection fee <br />. Grants were under budget because some were in construction <br />. Gross receipts tax reflected the cell phone tax settlement <br />. Charges for service showed an increase with the collection of outstanding trash bills <br /> <br />Expenditures <br />. all areas were down <br /> <br />Ms. Watson reported that the Ruth Park Golf Course hydrological study could not be <br />funded under a grant and asked the Council for direction. The majority of the Council <br />agreed to fund the hydrological study of Ruth Park Golf course as soon as possible. <br /> <br />Mr. Price strongly supported a campaign on recycling in order to bring in more revenue for <br />University City. <br /> <br />Ms. Brot asked that the City work on more ways of communicating to its citizens as to <br />programs, meetings, public hearings, etc. <br />
