L. CITIZENS’ COMMENTS
Elsie Glickert, 6712 Etzel
Ms. Glickert pointed out the site of 6504 Olive Street for the Perfect Love at the
beginning of this meeting had a public sidewalk on Westgate that was removed.
The new business at Vernon and Westgate had to put in a sidewalk when they
purchased the property so now there is part of a public sidewalk. Ms. Glickert felt
that the establishment moving into this portion of the property should also put in a
public sidewalk to complete the sidewalk. She also recommended that Council
take to the St. Louis County Municipal League, that all municipalities give some
portions of their economic development funds to the Salvation Army homeless
shelter. Ms. Glickert thought this purpose was broad, universal and much
needed.

M. COUNCIL COMMENTS
Ms. Ricci had previously notified Council stating that she felt it was not
appropriate to provide over 75 courtesy passes to Council members, previous
Council members, Park Commission members and School Board members,
under the consideration of the financial logistics ahead for University City. She
stated she did not want to be a part of being the person explaining why the City
has plans to lay-off workers but on the other hand they are giving out free park
passes. Ms. Ricci felt that all of the positions receiving free passes had agreed
to be public officials without this added perk. She asked her fellow officials to do
away with this practice at this time. Ms. Ricci moved that we, as Council, from
this point forward, cease with the practice of providing courtesy park passes to
ourselves, to former Council members, the School Board and to the Park
Commission members. This motion was second by Mr. Wagner. This motion
was defeated with Nay votes from Mr. Price, Mr. Sharpe, Jr, Mr. Glickert and
Mayor Adams. The Councilmembers in favor of discontinuing the passes were
Ms. Ricci, Mr. Wagner and Mr. Crow. The Mayor’s free Park Pass will continue.

Mr. Sharpe, Jr. was concerned with the extreme bright sun-light shining in the
faces of the Council and asked Ms. Watson to look into some way to shade the
sun from coming in the one window.

Mr. Glickert asked the Council if they would like to have a study session
concerning the pension plan for the City employees. Council had agreed to have
this study session. Ms. Watson said she would plan to cover two areas on the
pension plan, the first being an educational session and the second to be a
meeting with the pension board itself.

Mr. Wagner congratulated Mayor Adams on being elected the president of the St.
Louis County Municipal League.
