Session 1910 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />January 26,2004 <br /> <br />At a study session of the City Council of University City, held in the Second Floor <br />Conference Room of City Hall, on Monday, January 26, 2004, Mayor Joseph Adams <br />called the meeting to order at 9:00 p.m. In addition to the Mayor, the following members <br />of Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne Munkel <br />Mr. Robert Wagner <br />Mr. Larry Lieberman <br />Ms. Shelley Welsch <br />Mr. Arthur Sharp <br /> <br />Also present was the City Manager, Mr. Frank Ollendorff. <br /> <br />AGENDA ITEM # 1 - Councilmember Welsch's Economic Task Force <br /> <br />Ms. Welsch advised the Council that she prepared a draft of her suggestion and had <br />Councilmember Wagner review it and make suggestions, which included changing the <br />name and assigning priorities to various points in the charge. She welcomed comments <br />in anticipation of getting started. <br /> <br />Mr. Wagner pointed out that Clayton and Creve Coeur, and possibly Kirkwood, already <br />have similar bodies in place which are endorsed by their city councils. He thinks this <br />advisory body could benefit University City. <br /> <br />Ms. Colquitt stated she is not sure that she is ready to endorse an ad hoc group, and <br />welcomes additional information. She did not think comparing Atlanta to University City is <br />an accurate measure; it is better to compare this city with ones of similar size. She is not <br />in favor of an advisory board making demands upon staff time. <br /> <br />Mr. Lieberman asked if the group already established were governed by ordinance, <br />pointing out that existing boards and commissions are stipulated by ordinances. He <br />added that he hopes a group can be established to encourage development for the <br />unfilled spots already existing in the community. He thinks that a group which could act <br />as a liaison between companies, which could fill vacant spots, and the city would be a <br />help. Two years, he stated, is too long for an ad hoc committee. If they meet for that <br />length of time they should be governed by ordinance as a board or commission. He <br />noted that some of the charges in Councilmember Welsch's suggesting were very <br />pertinent to the community, and wondered if they could be presented to existing boards <br />and commissions. <br /> <br /> <br />
