<br />RESOLUTION 2008 - 7 <br /> <br />Resolution to Create a Citizen Advisory Committee for Ruth Park Golf Course <br /> <br />WHEREAS the City Council of University City has approved the development of <br />a Learning Center Practice Area at the Ruth Park Golf Course, and further, <br /> <br />WHEREAS the purpose of the new Practice Area is to enhance the Youth Golf <br />Instructional programs at Ruth Park, and to provide a safer adult practice area, and <br />further, <br /> <br />WHEREAS the Practice Area will also provide an opportunity to better integrate <br />golf instruction into the curriculum of the University City School District, and to provide a <br />practice area for the University City High School golf team, and further, <br /> <br />WHEREAS the operation of the Practice area under University City Parks and <br />Recreation direction is anticipated to provide additional revenues for operation of the <br />Ruth Park Golf Course, and further, <br /> <br />WHEREAS several University City residents have expressed concerns over the <br />operation of the new Practice Area, including lighting, street parking, landscaping, water <br />drainage, toilet facilities, and about the viability of the business plan, now, <br /> <br />THEREFORE the City Council of University City does approve the creation of a <br />Citizens Advisory Committee for the purpose of scrutinizing the plans for implementing <br />and operating the new Practice Area as part of the Golf Course, and receiving periodic <br />reports on the operations, including the revenues and expenses of the operation, and <br /> <br />THEREFORE, the City Council shall appoint a committee of eleven citizens, <br />three volunteers from each Ward, respectively, appointed by the City Council and two <br />additional members appointed by the Mayor, and <br /> <br />THEREFORE the City Council instructs the City Manager to assign a staff liaison <br />from the Parks, Recreation, and Forestry Department to attend the periodic meetings, <br />and to provide appropriate reports requested by the Committee, including all data <br />requested concerning construction and landscaping status, hydrological studies, and <br />periodic business accounting breakdowns for the Golf Course and Practice Area, and <br /> <br />THEREFORE, the Council will receive reports following each committee meeting <br />directly from the Citizens Committee, including their comments and suggestions for the <br />operation of the Practice Area regarding all of the concerns listed above, and the <br />responsiveness and cooperation of the staff liaison, <br /> <br />THEREFORE, the Committee shall begin to function when a quorum (6) have <br />been appointed. <br />
