May 21, 2008 Memo to Plan Commission Re: 1340 Partridge Page 2 of 2 <br />Analysis: <br />This application comes before the Plan Commission as an amendment to the existing dormitory <br />residential facility (last approved for an addition to the building in November of 2006). That <br />addition was built and the new use is operating. It was approved under an application that stated <br />that the facility would house 24 children (12 boys, 12 girls). Prior to the addition being built, the <br />existing building had eight dormitory rooms in the older building. The applicants now wish to re- <br />use those rooms to house 8 additional pregnant/parenting teens (and their infant children). Since <br />that was not part of the previously approved application, they are filing for an amendment to the <br />conditional use permit to allow it. <br />There will be no construction involved with this proposal except that which rehabilitates the <br />existing rooms. This application is only for the expansion of services as described above. <br />The proposed expansion of services complies with all of the applicable provisions of the Zoning <br />Code. The housing of the additional 8 mothers and their children will contribute to and promote <br />the community welfare and convenience by providing a service to people in our community. It <br />will not cause substantial injury to the value of surrounding property. It is consistent with the <br />provisions of the Comprehensive Plan. The use provides off-street parking and loading areas in <br />accordance with Article 7 of the Zoning Code. <br />Recommendation: <br />The Community Development Staff find that the proposed development makes satisfactory <br />provisions and arrangements concerning the approval criteria of conditional use permits as set <br />forth in the Zoning Code. Therefore, the Community Development Staff recommend that the <br />application be approved with no new conditions. <br />_________ Reviewed and approved by Lehman Walker, Director of Community Development <br /> <br />
