<br />RESOLUTION 2008 - 10 <br /> <br />The matter of the neighborhood improvement district in University Heights Subdivision <br />Number One was considered. <br /> <br />After a review and general discussion of the matter, Councilmember Ricci offered the <br />following resolution and moved its adoption. <br /> <br />BE IT RESOLVED: That the Council of the City of University City, Missouri, finds and <br />declares as follows: <br /> <br />1. On February 12, 2008, a neighborhood improvement district in University <br />Heights Subdivision Number One (the "Subdivision") was lawfully established by <br />Resolution No. 2008-4, and preliminary plans and specifications for the proposed <br />improvement were ordered to be made. <br /> <br />2. The project name for the proposed improvement is the "University Heights Street <br />Improvement Proj ect". <br /> <br />3. The general nature of the proposed improvement is the repair and replacement of <br />driveway aprons and sidewalks that are significantly damaged, non-functional or <br />exhibit more than minor cracks, and selected street patching repair and <br />resurfacing according to the University City Public Works Department's <br />specifications and design standards for public property of that nature. <br /> <br />4. The proposed improvement may also include, but is not limited to, the repair and <br />replacement of non-functional curb and gutters, and repaving the bridge and <br />sidewalk beyond the Harvard/Dartmouth intersection. <br /> <br />5. The revised estimated cost of the proposed improvement is $531,250, which does <br />not exceed the original estimated cost of $425,000 by more than 25%. <br /> <br />6. The plans and specifications for the proposed improvement have been made and <br />are set out in the attached "University Heights NID Project," marked Exhibit "A" <br />and incorporated herein by this reference. <br /> <br />7. The proposed assessment roll, listing the assessments to be made against each <br />parcel of real property deemed to be benefited by such improvement, is attached, <br />marked Exhibit "B" and incorporated herein by this reference. The assessments <br />shall accrue interest at the rate of 8% per annum until paid in full. The property <br />owners may pay such assessments in full when levied or in substantially equal <br />annual installments for the duration not to exceed 10 years. <br /> <br />BE IT FURTHER RESOLVED: That the plans and specifications (Exhibit "A") and the <br />proposed assessment roll (Exhibit "B") shall be filed with the City Clerk, and shall be <br />
