<br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />June 2, 2008 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, June 2, <br />2008, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Robert Wagner <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br />Also present was the Finance Director/Deputy City Manager Janet Watson. <br /> <br />The Study Session was a continuation of discussion of the Fiscal Year 2009 budget. <br /> <br />Ms. Ricci asked that the 2009 Budget book, as on page 98, have each year display <br />what was originally budgeted, and then what was actually used, making it easier to <br />compare which areas required more or less funding through quarterly transfers. Ms. <br />Ricci also asked that the personnel salary ranges be added back in behind the job <br />description. <br /> <br />Mr. Glickert reference page 231 of the Proposed Budget book as to why the Board of <br />Education had allocated $106,000 for fleet maintenance, since the School District is an <br />entity of its own. <br /> <br />Mr. Price’s questions were as follows: <br /> • Page 134, Commercial Safety Inspections. Mr. Price asked why the big drop in <br />inspections from 2007 to 2008 and again another smaller decrease for 2009 <br /> • Page 136 Workers Compensation. Mr. Price asked why the big increase in cost <br />from 2007 to 2008. It was reported that the fund had been under paid in 2007 and <br />correction was made in 2008. <br /> • Page 137, Fleet Service & Replacement. Mr. Price wanted to know how service <br />and replacement was determined. <br /> • Page 161 Program Indications for Waste Management. Mr. Price asked that a <br />column be added to reflect goals set for 2009. Ms. Watson said the Public Works is in <br />the planning stage for the recycling promotion that will be presented to Council. <br /> • Page 174 Parks & Recreation Program Indicators. Mr. Price asked how mowing <br />cycles, tree removal and pruning were estimated. Ms. Watson said the numbers are <br />based on what has happened and what needs to be done. There will always be more <br />than what can be done. Mr. Price asked to get a report on how many trees were remove <br />from 2000 to 2008. <br /> • Page 188 Parks & Recreation Program Indicators – number of Community Center <br />bookings. Mr. Price was under the impression that the Community Center would not be <br /> <br />
