<br />administrator spent money that was meant for the pension. She felt the benefits <br />were more than any employee would expect. Ms. Glickert stated the City did not <br />need an Assistant City Manager or any assistant in any other department. She <br />said that by Charter we have a Civil Service Commission that is to meet at least <br />yearly to prepare a compensation report to the Council and by Charter it states <br />that the City’s compensation is to be on a merit system. Ms. Glickert asked the <br />Council to reconsider and support Councilmember Ricci’s position on this. <br /> <br />Ralph Bowser, 8050 Teasdale Ave. <br />Mr. Bowser stated that the City employees need to know where they are and <br />where they fit. An organization cannot be run where employees do not know if or <br />when they will receive a raise. He would support an austerity program. Mr. <br />Bowser said that classification, compensation and the administration in the public <br />service is a very intricate activity. <br /> <br />Neville Rapp, 882 Lionsgate <br />Ms. Rapp is concerned over the potential City deficit in the near future and she <br />feels the compensation benefit package should be reviewed. <br /> <br />Ed Schmidt, 819 Jackson Ave. <br />Mr. Schmidt is concerned over the City operating in a deficit for the last couple of <br />years and the future of a projected deficit. He felt that raising prices or taxes is <br />not the answer to a negative deficit. He felt the key is to look at what you have <br />and give the best for what you have. Raising taxes would not be accepted by <br />University City residents. <br /> <br />Ed McCarthy, 7101 Princeton Ave <br />Mr. McCarthy thought the City was putting the cart before the horse. He felt the <br />City would need a tax increase to cover the salary increases. If the tax increase <br />did not pass, then what is left but to again reduce staff. He stated that employee <br />salaries will always be 65 percent of the budget but the pie is shrinking so the <br />City will end up with smaller salaries overall. He felt the City’s compensation <br />package needed more latitude. <br /> <br />Ms. Watson stated that in previous years, money was not spent from the pension <br />funds, as the auditors would have caught it. She explained that the <br />compensation ordinance coming up contain a 2.4 percent cost of living increase <br />which only maintained the employees’ purchasing power. On July 21, the <br />Council will have a study session on the Civil Service Board and its functions. <br />Later another Council study session is planned to cover a comprehensive survey <br />of all benefits and comparisons of comparable cities. In review of the ordinance, <br />Mr. Paul Martin recommended that it be amended to correct and to include the <br />current benefits that employees are receiving and to get them into the <br />administrative regulations. The amendment to the Non-Firefighters’ <br />compensation ordinance was as follows: <br />“From and after June 25, 2008, initially payable July 11, 2008, City employees <br />within the classified service of the City, hereinafter designated, shall receive as <br />compensation for their services such amounts and benefits as may be fixed by <br />the City Manager in accordance with the Administrative Regulations and the Civil <br />Service Rules, which are hereby approved and adopted and incorporated herein <br /> <br />
