<br />To: Honorable Mayor Adams and Council <br />From: Julie Feier, City Manager <br />Date: August 21, 2008 <br />Subject: Weekly Update <br />Loop Trolley Transportation District <br />The held their first meeting August 7 and the <br />following resolutions were approved: <br />1. Resolution electing officers for a one-year term: Chairman - Joe Edwards, <br />Executive Director - Francis Slay, Treasurer - Charles Dooley, and Secretary - <br />Joseph Adams; <br />2. Resolution adopting Bylaws for the District; <br />3. Resolution adopting a budget for the 2008 fiscal year; <br />4. Resolution authorizing the District to levy a sales tax of up to one percent (1.0%) <br />on all retail sales made within the District and authorizing the Chairman to take <br />all steps necessary to collect such sales tax; <br />5. Resolution adopting Open Meeting and Records Policy; <br />6. Resolution defining the first fiscal year for 2008 and subsequent fiscal year; <br />7. Resolution adopting a corporate seal; <br />8. Resolution authorizing the Chairman to identify and purchase errors and <br />omissions insurance for members of the Board of Directors; <br />9. Resolution authorizing the Chairman and Treasurer to establish bank accounts. <br />The photo on the following page is of one of the City’s flood buy out lots on Wilson Ave. <br />In an effort to beautify the neighborhood and provide landscaping appropriate for the <br />Wilson Ave flood <br />flood plain, PW procured a grant to install a rain garden. The <br />remediation <br /> project will be complete in the fall. All the major design work is complete. <br />The project was designed to use the water effectively. The plantings, trees and mulch <br />will soak up and filter the water so that it will not stand for days at a time. The Parks <br />Department will add the Wilson properties to their tree watering routes. Public Works <br />will design a display to explain to neighbors and other interested parties what is <br />happening at the site as well as the benefits of managing the storm water. Department <br />of Natural Resources still needs to approve the wording for the signage. <br /> <br />
