Council Agenda Item Cover <br />____________________________________________________________________ <br />MEETING DATE: <br /> August 25, 2008 <br />AGENDA ITEM TITLE: <br /> Transfer Station, Parking Areas & Storage Facilities – Site Study <br />AGENDA SECTION: <br /> Consent <br />CAN THIS ITEM BE RESCHEDULED? : <br />NO <br />BACKGROUND REVIEW: <br />The City published a request for proposals in the St. Louis Post Dispatch and St. Louis <br />American newspapers for a site study of the transfer station, parking, office and storage areas <br />and preliminary design. Four firms responded - Bond Wolfe, Chiodini, Trivers and Terracon. <br />The City offered interviews to all four firms. Terracon declined to interview because it only bid <br />on the construction management portion of the bid. The City interviewed three firms: Bond <br />Wolfe, Chiodini, and Trivers. The city ranked the firms based on their implementation strategy, <br />understanding of the request for proposals, understanding of floodplain issues, overall <br />experience of projects of similar scope and size, qualifications of the personnel, price and <br />references, resulting in the following ranking: <br />RankOriginal DBEFlood Plain Study <br />ProposalParticipationIncluded <br />Company Price <br />1. Trivers 3$150,550 17%No <br />Once the interviews were complete, the City staff continued discussions with the top two - Bond <br />Wolfe and Chiodini. The city removed the flood plain study to bid this item separately for a cost <br />savings. Both firms had an opportunity to provide their final best offer with the following results: <br />Hours Average <br />Company Best & Final Offer Cost/Hour <br />650 $128.06 <br />1. Chiodini $70,275 522 $134.62 <br />The City recommends selecting Bond Wolfe to perform the work because the city will receive <br />almost 25% more work hours at a lower cost than for Chiodini. The City will only have to pay for <br />the actual hours used. The City budgeted for this project in the Solid Waste Management <br />Budget and the General Fund Budget for FY08. The total amount budgeted was $285,000 <br />which will include other specific studies such as a geotechnical study and a flood plain study. <br />RECOMMENDATION: <br />Staff recommends approval of the contract to Bond Wolfe in the amount <br />of $83,240. <br /> <br />
