DECLARATION OF A STATE OF EMERGENCY <br />WHEREAS, conditions within the City of University City present a substantial <br />threat to the safety and welfare of the community, under the authority granted the <br />Office of the Mayor via Sections 44.080-44.30 RSMo; and <br />WHEREAS, the flash flood of September 14, 2008 caused two fatalities, the <br />condemnation of more than 270 homes, and flooding to major intersections, <br />bridges, and the City’s Recreation Center and Public Works facilities, and there <br />were electrical outages throughout the community; and <br />WHEREAS, many of the occupants of flooded homes are without insurance to <br />cover the loss of their personal belongings, homes, or vehicles. <br />NOW, THEREFORE IT IS HEREBY PROCLAIMED THAT A State of Emergency <br />currently exists throughout the City requiring establishment of shelter for <br />residents and substantial over time on behalf of all City Emergency Services <br />including but not limited to Police, Fire, Public Works and Forestry; and <br />IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of <br />said emergency, the powers, functions, and duties of the City’s Emergency <br />Management Organization shall be those prescribed by State Law allowing <br />assistance from State and Federal Agencies whenever possible to the City <br />Government and the businesses and residences within. <br />th <br />Enacted this 14 day of September 2008 by Mayor Adams. <br />______________________________ <br />Mayor Joseph Adams <br />Attest: <br />______________________________ <br />City Clerk Joyce Pumm <br /> <br />
