ÐÎÑÝÔßÓßÌ×ÑÒ <br />ÑÚ ÌØÛ <br />Ý×ÌÇ ÑÚ ËÒ×ÊÛÎÍ×ÌÇ Ý×ÌÇ <br /> WHEREAS, as Hurricane Ike passed over St. Louis dropping over four inches of <br />rain in a short period time creating a flash flood on Sunday, September 14, 2008, <br />overwhelming storm water systems, causing roughly four hours of flash flooding, and <br />taking the lives of Willie Johnson and Louise Bryant; and <br /> WHEREAS , the City of University City’s dedicated staff worked tireless hours <br />responding to life safety threats, rescuing stranded residents from their homes, <br />blockading intersections and clearing streets, transporting victims, and fielding 911 calls <br />non-stop through the morning and afternoon with speed and grace; and <br /> WHEREAS, more than 270 homes were condemned due to the devastation of <br />the flood; and two of University City’s facilities, the Central Garage and Centennial <br />Commons, were flooded and their clean up was accomplished in the same afternoon; <br />and <br /> WHEREAS, the City continues with parks, streets, and facilities repair while <br />continuing to assist citizens in the aftermath of the event; and <br /> WHEREAS, the foundation of a humane and just society is the people’s <br />willingness to work together for the common good; and <br /> WHEREAS, the willingness of community organizations, businesses, not-for- <br />profits and individuals gave of their time and resources on behalf of University City is a <br />significant factor in uplifting the quality of life in our community; and <br /> NOW, THEREFORE, I, Joseph L. Adams, Mayor of the City of University City, do <br />hereby proclaim the City’s deep appreciation and gratitude for the efforts all City <br />Employees, the many individuals such as Richard Byrne who assisted their neighbors in <br />crises, the Red Cross, the City of Florissant, Metro, Laclede Gas, and Schnucks Market, <br />for responding to the flood of September 14, 2008. <br />IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the City <br />of University City to be affixed this 22nd day of September in the year Two Thousand <br />and Eight. <br />Joseph L.
