The Corps Flood Reduction Study <br /> In 1988, the Army Corps of Engineers was authorized by Congress to <br />o <br />evaluate and design a project for stabilizing the River Des Peres, to <br />reduce flooding, erosion and property damage. At that time, the Corps <br />recommended construction of a concrete channel. In 1990, Congress <br />authorized the recommended project but no funds were ever appropriated <br />to fund the design and construction of the concrete channel. <br /> <br /> Since 1988, the City has spent over a million dollars trying to help resolve <br />o <br />RdP problems: <br /> $750,000 on bridge rehabilitation and/or new bridge construction <br />? <br /> $375,000 on buy-outs on Wilson <br />? <br /> <br /> Since 1988, MSD has spent over $12 million in channel improvements <br />o <br />and stormwater and sanitary sewer improvements. Project map will be <br />available at Monday’s emergency meeting. <br /> <br />Corps of Engineers Funding <br />Through the U. S. Congress Water Resources Development Act, the U.S. Army Corps <br />of Engineers receives authorizations (what they are allowed or directed to do) which are <br />signed into law, but not appropriations (money). <br />U.S Corps receives appropriations (money) each year by Congress which are approved <br />by U.S House of Representatives/Senate, Energy and Water Development <br />Appropriations Committees. <br /> <br />Corps of Engineers Feasibility Study <br />In 2004, the City signed an agreement with the Corps, to re-evaluate and design a flood <br />mitigation project. The study would cost $750,000. The city paid $22,500, MSD paid <br /> <br />about $167,000 and federal government share was about $563,000. <br /> Total <br />Federal $562,500 <br />MSD $167,000 <br />U City $20,500 <br /> $750,000 <br /> <br /> In 2006, the Corps presented a draft study recommending the concrete <br />o <br />channel. The city approved moving forward with evaluating “natural <br />solutions” to the flooding problem – ie, buyouts, retention basins, sealing <br />off basements, etc. <br /> <br /> In 2007, the Corps established that there is an opportunity for an <br />• <br />economically feasible project such as Detention Basins, Buyouts, <br />elevating structures, sealing off basements or a combination of these <br />approaches <br /> <br /> In 2007, a public meeting/forum was held to determine the wishes of the <br />• <br />citizens, and provide direction to the Corps. Many families wanted buy- <br />outs. <br /> <br />
