<br />the channel was just washed in from this heavy rain. He stated that the debris <br />blockage in the channel had little affect on raising the water to the level it hit. He <br />said they saw the same elevation in the water in all the creeks in the area during <br />the heavy rainfall. The flood was generated by the amount of rain that came <br />down and a sparkling clean creek unfortunately would not have changed the <br />impact it had. Mr. Price then asked Mr. Hoelscher for the schedule of the <br />cleaning of the sewers for the area affected. Hoelscher stated that the sewer <br />lines have a discharge area and that area was also under water, leaving no place <br />for the water to go. <br /> <br />Mr. Glickert felt it was a multi-jurisdictional problem. He asked Mr. Hoelscher if <br />discussion had started on where the retention pond could be located. Secondly <br />Mr. Glickert asked if MSD met with other entities after this disaster. Mr. <br />Hoelscher stated that the last time the Corp of Engineers met with University City <br />it has been decided that the plan they had been steering toward would not work, <br />so MSD is presently at the point of revisiting it. He stated that a retention pond <br />would not have prevented the past flash flood. Hoelscher said that retention <br />could help prevent future smaller rainfall flooding but it is something new on their <br />plate and they have not had any discussions on it yet. <br /> <br />Mr. Sharpe, Jr. asked MSD if they were going to offer any financial assistance to <br />the residents who have had flooding. Hoelscher stressed that MSD is not a <br />disaster recovery agency. He said there are no funds available for this now <br />unless there is some kind of Board action. He stated it is something that MSD <br />will need to discuss as to what they are going to do with this kind of disaster. Mr. <br />Sharpe, Jr. asked if MSD knew of any method of handling the toxic waste in the <br />flooded homes. Mr. Hoescher said flood insurance should be able to give advice <br />on this, but MSD did not have any expertise in this area. <br /> <br />Mr. Crow asked if MSD had plans on sending the City Council a report of a <br />course of action to be taken. Mr. Hoelscher said the presently MSD was <br />evaluating the size of the impact, where it occurred and what actually happened. <br />He had hoped that this would be completed by the middle of October. Hoelscher <br />stated that right now MSD is making sure the gravity systems continue to work to <br />assure that a backup will not occur with the next rainfall. <br /> <br />Ms. Ricci asked Mr. Hoelscher what role down spouts connected to the laterals <br />had in this flood. He stated that it had very little impact, because everything went <br />under water. It does have an issue on smaller rainfalls and MSD is working its <br />way through this in University City. Ms. Ricci asked if MSD had any incentive <br />plans especially with commercial properties in replacing parking lots with <br />alternate programs as parking lots converted to pavers with grass areas. Mr. <br />Hoelscher said that MSD does not have any such program at present but they <br />are working on it, since charges are based on the permeable area rather than a <br />tax rate system. He said there are plans in the district’s revenue streams. Once <br />MSD converts funds from taxes and sanitary sewers subsidy to a fully supported <br />storm water program, MSD needs to plan for the next two years what extra <br />activities will be in place from the extra revenue generated. MSD will be sending <br />out a survey in the near future to the residents of the district and the <br />municipalities to let them know of monies available for possible programs and <br /> <br />
