<br /> <br /> <br />CITIZEN COMMENTS: <br />John Cross, 6847 Raymond <br />Mr. Cross handed out the before and after photos of his flooded residence. He <br />felt that cleanliness of the creek would help in flooding situations. Mr. Cross <br />stated that when he called the City about having dumpsters available so <br />residents could dispose of ruined items, he was told that they had no extra <br />dumpsters to provide. He felt this was an emergency and they were not asking <br />for new street lights or a golf learning center. Mr. Cross stated that he was not <br />asking this time, he was demanding that the City supply three dumpsters. He <br />stated the City finally supplied them with one dumpster to cover three blocks and <br />it was over-flowing. The City needs to have the Fire Department spray down the <br />street with water, no street sweeper, in order to hold the dust down while all their <br />furniture is setting out to dry. <br /> <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett stated that he is a member of St. Louis Area of Concerned Tax <br />Payers. He said the organization has historically expressed concerns over MSD’s <br />lack of accountability and transparency. He felt it was logical to arrange to have <br />dumpsters available for the flooded victims, escaping from him was the lack of <br />logic from some. He said ultimately the City did supply some dumpsters. Mr. <br />Dockett asked what kind of legal assistance the flood victims could expect from <br />the City, County, State and Federal. Mr. Dockett is appealing to Mayor and <br />Councilmembers to increase their awareness of the concerns of their people. <br /> <br />Amy Paplan, 1114 Wilson <br />Ms. Paplan stated that she asked her neighbors in 1988 about the possibility of <br />the River DesPeres flooding and was told the Corp of Engineers would be taking <br />care of any problems with River DesPeres that previously existed. After the flood <br />of 1993, there were promises made and again they too were broken. Ms. Paplan <br />stated that University City had received grant money to buy out homes and have <br />only bought two. At her home on Wilson, there have been six floods since she <br />purchased it in 1988. She would like to be bought out; they can’t just be left <br />there. <br /> <br />Ester Moore, 1216 Westover Ave. <br />Ms. Moore stated that MSD told her that she was not in the flood plain so there <br />would be no funding for her. She was the only home condemned on her block <br />and received a letter from University City saying she had sixty days to bring her <br />home up to code or otherwise, she would have to come to court. Ms. Moore was <br />told by her insurance company that she could not get sewer back-up insurance. <br />She complained about the City street sweeper creating so much dust that what <br />she was trying to save outside was ruined. Ms. Moore wanted to know who is <br />responsible for this disaster. She wanted to know what University City was going <br />to do. <br /> <br />Fareedah Sidqui, 6905 Roberts Ave <br />Ms. Sidqui stated that she had called MSD previous to the flash flood about the <br />overgrowth in River DesPeres. No one ever responded to her call. She feels <br /> <br />
