<br />To: Honorable Mayor Adams and Council <br />From: Julie Feier, City Manager <br />Date: October 17, 2008 <br />Subject: Weekly Update <br />Flood Updateno announcement <br />: As of now, Friday October 17, 2008 there has been <br />by FEMA that the President has declared St. Louis County a disaster area for purposes <br />of obtaining assistance for individuals by FEMA. Centennial Commons will be made <br />available for the DCR Center to coordinate and monitor assistance programs, <br />disseminate information, accept applications, and counsel individuals, families and <br />businesses concerning available assistance. It will also be made available with <br />computers and a staff person to assist victims in registering with FEMA online. Staff is <br />prepared to move quickly in disseminating information once a declaration is made and <br />arrangements for the DCR are completed. A separate resource forum with MSD, the <br />Corp of Engineers and other agencies that may be of service to the flood victims will be <br />held approximately two weeks from the date of declaration. <br />Disaster Assistance PolicyModel Agreement for Access to FEMA to offer <br />The, <br />AssistanceHelp after a Disaster: Applicant’s Guide to the Individuals and <br /> and the <br />Households Program <br /> is included in your packet. Also enclosed is a News Release <br />from Illinois that discusses the role the Small Business Administration plays in individual <br />assistance for disaster recovery. <br />Metropolitan Sewer District (MSD) <br />On Thursday, October 16, the City met with <br />regarding the flood <br />. In attendance were Mayor Adams, Council members Byron Price, <br />Terry Crow and Arthur Sharpe and Janet Watson, Deputy City Manager, along with the <br />representatives from MSD of Jeff Theerman, Executive Director, MSD’s General <br />Counsel and Public Information Officer and two MSD Board Trustees. The City learned <br />that MSD would only consider claims against their insurance policy of $2,500 with a <br />$100 deductible on those homes where residents contacted MSD by October 14, 2008 <br />(by phone, letter or claim form). A payment could be approved if a home had damage <br />from a sewer back up only. Unfortunately, the coverage does not extend to damage <br />caused by overland flooding, or ground flooding coming in windows and doors, even <br />when if it was in conjunction with sewer damage. There was further discussion <br />regarding maintenance of River Des Peres and general sewer maintenance. MSD will <br /> <br />
