Council Agenda Item Cover <br />___________________________________________________________ <br />MEETING DATE: <br /> October 27, 2008 <br />AGENDA ITEM TITLE: <br />Yard Waste Screening/Grinding Services Contract <br />AGENDA SECTION: <br /> Consent <br />CAN THIS ITEM BE RESCHEDULED? : <br />No <br />BACKGROUND REVIEW: <br />Screening and grinding services are needed to process at least 19,000 cubic yards of <br />bulk leaves and yard waste into mulch and wood chips. Grinding and screening <br />services are primarily performed during the fall bulk leaf collection season. The city <br />received a grant from St. Louis-Jefferson Solid Waste Management District totaling <br />$56,062. The grant amount is $40,000 with a required city match of $16,062, totaling <br />$56,062. <br />Four bids were received. Once the bid proposals were received, each proposal was <br />evaluated based on company experience, project work approach, equipment availability <br />and cost. All four companies had the opportunity to review the sites, examine site <br />conditions and provide their final best offer. Hansen’s <br />$600/hr $185/hr <br />ORMI and AgriCycle had the lowest hourly cost per cubic yard for grinding and <br />screening services. <br />RECOMMENDATION: <br />The Public Works Streets Maintenance Division recommends splitting the award <br />between the two lowest bidders – AgriCycle, Inc. and Organic Resource Management, <br />Inc. (ORMI). It is recommended that the contract award be split evenly in the amount of <br />$28,031 each to AgriCycle and ORMI. Splitting the screening and grinding work <br />between both contractors represents the best value because contracting with two <br />vendors will allow the city more flexibility when scheduling the screening/grinding work. <br /> <br />
