She felt this would slowly happen sometime in <br />the future but could not be done by the City as they don’t have the finances to do so. <br />Mayor Adams said that buy-outs happen through the appropriation of Congress. He <br />also asked the Council what they want to do with the fund raiser money and how will <br />it will be dispersed.
