<br />RESOLUTION 2008- 11 <br /> <br />The matter of the neighborhood improvement district in University Heights Subdivision Number <br />One was considered. <br /> <br />After a review and general discussion of the matter, Councilmember Glickert offered the <br />following resolution and moved its adoption. <br /> <br />BE IT RESOLVED: That the Council of the City of University City, Missouri, finds and declares <br />as follows: <br /> <br />1. On February 12, 2008, a neighborhood improvement district in University Heights <br />Subdivision Number One (the "Subdivision") was lawfully established by Resolution No. <br />2008-4, and preliminary plans and specifications for the proposed improvement were <br />ordered to be made. <br /> <br />2. The project name for the proposed improvement is the "University Heights Street <br />Improvement Project". <br /> <br />3. The general nature of the proposed improvement is the repair and replacement of <br />driveway aprons and sidewalks that are significantly damaged, non-functional or exhibit <br />more than minor cracks, and selected street patching repair and resurfacing according <br />to University City Public Works Department's specifications and design standards for <br />public property of that nature. <br /> <br />4. The proposed improvement may also include, but is not limited to, the repair and <br />replacement of non-functional curb and gutters, and repaving the bridge and sidewalk <br />beyond the Harvard/Dartmouth intersection. <br /> <br />5. The revised estimated cost of the proposed improvement is $531,250, which does not <br />exceed the original estimated cost of $425,000 by more than 25%. <br /> <br />6. The plans and specifications for the improvement are set out in the attached "University <br />Heights NID Project", marked Exhibit "A" and incorporated herein by reference. <br /> <br />7. The proposed assessment roll, listing the assessments to be made against each parcel <br />of real property deemed to be benefited by such improvement, is attached, marked <br />Exhibit "B", and incorporated herein by this reference. The assessments shall accrue <br />interest at the rate of 8% per annum until paid in full. The property owners may pay <br />such assessments in full when levied or in substantially equal annual installments for <br />the duration not to exceed 10 years. <br /> <br />8. The plans and specifications (Exhibit "A") and the proposed assessment roll (Exhibit <br />"8") were filed with the City Clerk on July 21, 2008 and have been open for public <br />inspection since then. <br /> <br />9. Due notice of public hearing held by the City Council Chambers at City Hall on August <br />25, 2008 at 7:30 p.m. was duly published in the St. Louis Countian, a newspaper of <br />general circulation within the City, on August 8, 2008. The notice included the project <br />
