MINUTES OF UNIVERSITY CITY COUNCIL
STUDY SESSION
October 27, 2008
The Council Study Session, held in the Chambers of the City Hall, on Monday, October 27,
2008, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the
following members of the Council were present:
Mr. Arthur Sharpe, Jr.
Mr. Terry Crow
Mr. Michael Glickert
Mr. RobertWagner
Ms. Lynn Ricci
Mr. ByronPrice
Also present were the City Manager Julie Feier and the City Attorney John Mulligan.
The Study Session was started with the review of agenda items. The lack of requested
response from MSD was discussed. Ms. Feier mentioned the possibility of looking into the
Missouri Rainy Day Fund. The FEMA decision remains the step that needs to happen
first. Even if FEMA declares University City as a disaster area the City will also need to
come up with a required match. Other MSD points discussed were promises MSD had
made and if they were planning on separation of sewer and storm water pipes.
The Fleet Management Consultant RFP under City Manager’s Report was asked to be
pulled. Ms. Ricci stated that Council wanted an independent look at the maintenance
operation and felt the RFP was not the wording Council had agreed to. The majority of
Council agreed to pull the Fleet Management Consultant RFP from the agenda.
Ms. Ricci asked the City Manger for an accurate City owned vehicle inventory.
Personnel Benefits study session dates were set for Thursday, November 6 at 5:00 and
Monday, November 24 as a carry-over if needed. November 17 study session before
council meeting would be a continuation of Council Rules & Procedures and Council
Travel. Monday, December 1 would be a brown bag study session from 11:00 a.m. to 1:00
p.m. on City Finance and Long Term Goals.
The meeting was adjourned at 6:30 p.m.
Joyce Pumm, City Clerk
