Therefore, the required parking is <br />met with 21 new spaces by allowing the proposed reduction. Staff recommends that the <br />exception be granted here and that on-street parking be taken into account in this case because the <br />spaces do not currently exist and are being created by the development. <br />A loading space is required by the Zoning Code for this building. Again, in order to make this <br />development work, provide parking and create an economically feasible building, creative <br />measures need to be considered. If a loading space is provided off-street then there will not be <br />enough room to provide parking and have a reasonably sized structure. Limit is a one-block <br />dead-end street and any trucks not small enough to temporarily unload in the proposed new <br />parking lot can temporarily park on Limit (out of the way of Delmar traffic) and load and unload <br />from there. Although this is not the most ideal situation, it is a valid compromise that allows the <br />development. Staff recommends that the required off-street loading space be permitted to be <br />on-street in this limited situation. <br />Landscaping: No landscaping layout is shown on the plans. There is very limited space for <br />landscaping but a condition has been added that the applicant submit a landscaping plan (with the <br />applicant being creative to provide some additional landscaping on this limited lot) and that it be <br />approved by the Director of Community Development after consultation with the City Forester. <br />The landscaping should be increased as much as possible and add to the ambiance within this area <br />of the University City Loop. <br />Elevations: The building elevations show the proposed building to be sided with ceramic tile, cast <br />stone and brick veneer on all three exposed sides. Colors should be chosen that are compatible <br />with the surrounding buildings in the University City Loop. Color details should be submitted to <br />the Director of Community Development for review and approval prior to issuance of the building <br />permit. <br />Miscellaneous: The Board of Directors of the Loop Special Business District unanimously <br />approved a motion supporting the proposed development as submitted here. The project is <br />expected to have a significant net positive effect on public income/expenditures, little impact on <br />schools, and little impact on parks or other public facilities. A condition has been added that <br />ensures that construction parking take place in as unobtrusive a fashion as possible to minimize the <br />effect on surrounding uses. External lighting should be installed according to the requirements of <br />the Zoning Code. Building mechanical and electrical equipment should be screened per Sections <br />34-60.3 of the Zoning Code. Dumpster containers should be screened per Section 34-60.4 of the <br />Zoning Code. <br />Recommendation: <br />The Community Development Staff find that the proposed development makes satisfactory <br />provisions and arrangements concerning the approval criteria of conditional use permits as set <br />forth in the Zoning Code.
