<br />To: Honorable Mayor Adams and Council <br />From: Julie Feier, City Manager <br />Date: December 12, 2008 <br />Subject: Weekly Update <br />Parks Master Plan <br />After a 12-month process, the Park Commission adopted a on <br />November 25. Please review and let me know if you have any questions or concerns <br />because I would like to place the Master Plan on your January agenda for a <br />presentation from Ms. MacCartney. Thank you to Parks and Recreation department <br />staff and the Park Commission for their time and effort on completing the plan in house. <br />As you know, we made a request of Washington University to assist us with the next <br />phase of planning for the three parks in Parkview Gardens, Eastgate, Metcalf and <br />Ackert Walkway. Director of Local Government Affairs Cheryl Adelstein is currently <br />reviewing a proposal by landscape architect John Hoal. If approved, WU will fund the <br />next phase of park planning process, which will begin with meetings for stakeholders in <br />the neighborhood to develop a long-term vision for the parks in concert with the <br />Centennial Greenway. <br />FEMA will cease operations at the Centennial Commons <br /> at 7:00 PM on Friday, <br />December 19, 2008. The SBA will continue at the location for two additional weeks <br />before wrapping up. The SBA will field questions at the Saturday session at Heman <br />Community Center and direct applicants to Cent Commons as appropriate. <br />liquor license application <br />A proposal for a revised was distributed in the November 20 <br />weekly. Council Members indicated they were interested in looking at the liquor <br />licensing process in a more comprehensive way. I slated the February 9 Study Session <br />for this discussion. Please let me know what ideas/programs you would like to pursue <br />prior to January 15. <br />On Tuesday, Dec. 16 at 6:00 PM (earlier than normal Board Meetings), the University <br />City School District Board of Education will discuss and take public comment on the <br />Recommendations in the Final Report of the Facilitation Team from the <br />Community Engagement Process <br />that has occurred over the last seven months. The <br />meeting will be held at the McNair Administration Building at 8136 Groby Road. The <br />recommendations include a school consolidation and reconfiguration plan and a <br />financing plan including a recommendation for the April 2009 ballot for a no-tax increase <br />bond issue of $53 million. It also recommends a 50-cent tax levy increase over five <br />years starting in 2010. The levy increase does not require voter approval. Regarding <br /> <br />
