the purpose of this requirement, āsubstantial redevelopmentā shall mean one or <br />more of the following: a) Increase of twenty-five (25) percent or more in the gross <br />floor area of any building; b) Significant upliftment of the façade aesthetics by <br />paint and or addition or replacement of façade elements; c) Restoration of <br />historic structures; d) Significant changes in site design, for example - <br />landscaping, lighting, ingress/egress, etc. <br />Section 2. This ordinance shall not be construed so as to relieve any person, firm or <br />corporation from any penalty heretofore incurred by the violation of Chapter 34 of University <br />City Municipal Code, nor bar the prosecution for any such violation. <br />Section 3. Any person, firm or corporation violating any of the provisions of this ordinance, <br />shall upon conviction thereof, be subject to the penalty provided in Sections 1.12.010 and 34-115 <br />of the University City Municipal Code. <br />Section 4.
