Council Member Stutz asked Council Member Mr. McMahon about an additional $200,000 or <br />$250,000 Mayor Crowe said would be contributed to the plan from Prop P. Treasurer <br />Charumilind stated that has not happened and that he suggested an amount and staff <br />suggested a flat percentage of total sales instead of an amount. City Manager Rose stated he <br />never recalled the Mayor making any statement regarding the amount of funding the City would <br />anything but there was discussion about it and he wanted to know the status of that. City <br />understand how deep the <br />problem is and make a reasonable recommendation to plan for getting out of the $11 million <br />hole and that <br />Board expects the City, under any circumstances, to fund the pension plan at 100% in a short <br />amount of time <br />recommendation. City Manager Rose stated he cares as deeply about the pension fund as <br />not taken seriously is false. He will be clear with the Mayor and Council on the impact of specific <br />the Board is supportive because he thinks <br />they want the same outcome which is to ensure the pension plan remains solvent for the many <br />families that depend on it, but he will not go to Mayor and Council with a half-baked idea. <br /> <br />Council Member McMahon stated he thinks one of the problems is the difference in the two <br />pension plan ordinances and it boils down to one word which is the word shall in the non- <br />uniformed ordinance. It says you shall pay the actuary amount and that is not in the police and <br />fire ordina <br />obligations of the police and fire pension plan and we do not. Council Member McMahon stated <br />ed differently to <br />language should be changed. Council Member McMahon said it could be discussed, but it could <br />put us in a bind and cause other issues like compromising staffing levels and city services so <br />incrementally get us to fully fundedhe wants this fixed too. Member Isenberg asked why <br /> a tax increasethe school district does it and gets it. Chairman <br />Reedy stated the school district has expiring bond issues that get replaced with no tax impact. <br />Member McCarthy stated that for five-seven years the tax for the police and fire fund was zero <br />and it took a while for the shortfall to show up. It should take about five-ten years to get out of <br />the hole if we start funding. Member Isenberg again asked why not ask for a tax increase. <br />Council Member McCarthy stated that is a possibility, but it would have to go on ballot. <br />Chairman <br />participation by the City Manager in quite some time and that it was good to have him there and <br />taking an interest. What he hears from Mr. Rose is that he has to gather information regarding <br />the impacts/effects of different funding levels to provide Council so we can start to solve this <br />long-term problem. All agreed this has been a good discussion. <br /> <br /> <br />
