To: Honorable Mayor Adams and City Council
From: Julie Feier, City Manager
Date: March 23, 2009
Subject: City Manager’s Report

1. Metro will reduce service at the end of March. They are addressing St.
Louis County municipalities to inform why the service cuts are being
made; how these service cuts impact our community; and, what
communities can do moving forward.
2. Parks, Recreation, and Forestry Director Nancy MacCartney will review
the proposed fees and charges for the coming year distributed in your
weekly March 11. Staff is requesting a motion for approval.
3. Discussion of the Forsyth Parking request previously on consent agenda.
4. Prior to the Memorial Day opening of Heman Pool the pool must be in
compliance with the federal Virginia Graeme Baker Pool and Spa Safety
Act. This will require the replacement of all filter grates and modification to
pipes going to the main drain sump. We have had the pool inspected and
20 grates will need to be replaced and the largest grates (18” x 120”
custom made for our pool). This compliance requirement was not know at
the time of the budget preparation in early 2008. The cost is $1471.50 for
the inspection and $13,409 for the grates and pipe modifications for a total
of $14,880.50. The budget contains $75,000 in contingency funds. I
would like Council authorization to reallocate the funds to comply with the
Virginia Graeme Baker Pool and Spa Safety Act. If approved, the transfer
would appear in the next budget amendment.
