<br />Ms. Ricci passed out a couple of articles, one from January 2009, Newsweek on <br />“The Suburban Challenge” and the other was “Adoption of Financial Policies” from <br />Missouri Municipal Review, which talks about the Federal government need to focus <br />on suburbs and not just cities. It specifically talks about St. Louis County saying that <br />St. Louis County has 50 percent more working poor than St. Louis City. She also <br />gave Council Best Practices from the Municipal League. The City Manager is <br />working on it and the Council needs to sit down and talk about it. <br /> <br />Mr. Glickert complimented the Mayor’s signature on a letter supporting a clean air <br />bill for a smoke free area agreed upon with the surrounding municipalities. <br /> <br />Mr. Crow talked about the article he had included in Council’s packet on Waste <br />Watch from the New York Times. Local police officers train garbage collectors on <br />what to look for suspiciously while picking up the trash. The collectors are referred <br />to as “informal, hands-on economists”. He also congratulated the rate of return on <br />the new parking lot meters added at Forsyth and Lindell. <br /> <br />Mayor Adams asked Ms. Feier to find out from Clayton, when they would be finished <br />with their study on the electronic parking meter kiosk. <br /> <br /> <br />Joyce Pumm, City Clerk <br />
