<br /> <br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />FEBRUARY 09, 2009 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, February <br />09, 2009, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, <br />the following members of the Council were present: <br /> <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br /> <br />Also present were the City Manager Julie Feier, Deputy City Manager Janet Watson, and <br />the City Attorney John Mulligan. <br /> <br />The Study Session was to discuss which tax initiatives the Council would propose to be <br />placed on the August 2009 ballot. The revenue enhancement options presented as of <br />January 2009 showed a projected deficit FY10 was ($152.503), FY11 ($634,103), FY12 <br />($2,199,238), FY13 ($2,623,366) and FY14 ($3,983,049). With the removal of any <br />employee’s COLA for FY10, the passage of one-quarter cent increase in the Economic <br />Development Sales Tax, one-quarter cent increase in the local sales tax, and ($).15 <br />increase with the passage of property tax, the projected budget would showed a slight <br />surplus for the FY10 and FY11, but the deficit would again appear in FY12. These figures <br />did not take into account other possible service adjustments as: <br /> <br /> Closing of Heman Community Center <br /> <br /> Reducing in street sweeping <br /> <br /> Reducing in mowing schedule <br /> <br /> Transfering full leaf collection <br /> <br /> Heman Pool <br /> <br /> Natatorium <br /> <br /> Ending free leaf collection bagging <br /> <br /> Eliminating City calendar <br /> <br /> Reducing level and frequency of inspections, as student housing permit good for <br />more than one year. <br /> <br /> Eliminating food pantry assistance <br /> <br /> Increasing parking metering <br /> <br /> Transferring street lighting to Economic Development Sales Tax <br /> <br />Mr. Crow was concerned that three tax increases would be overwhelming to residents. <br />Ms. Feier said that if all three would not be presented and passed that the residents could <br />also be confused about why the passage of some did not solve the City’s deficit. <br /> <br />Ms. Ricci requested the City Manager to suggest more ways to cut costs within the City’s <br />policies and procedures. <br /> <br />
