City to identify that all the occupancy permits given by the City for residents on
the south side and if they could be accommodated with just parking on the south
side.
Hershey Novack, 7018 Forsyth
Mr. Novack asked the Council to postpone voting on the petition in order to allow
time for the south side residents to work together with their neighbors on the
north side and work something out together.
Bob Wilhelm, 7115 Forsyth
Mr. Wilhelm stated the residents on the north side were having problems being
able to pull out of their driveway safely. He was in favor of passing the resolution
and which would allow the south side eight months to complete their own
resolution.
Chris Rhodes, 7012 Forsyth
Mr. Rhodes stated that he finds it hard to find parking on Forsyth, even during the
hours the lane restriction is not in force. He felt a traffic study should be done
first to evaluate the number of residents on Forsyth and the available parking
spaces on both sides of the street and put the petition on hold until this was
completed.
Frank Reedy, 7041 Forsyth
Mr. Reedy was in favor of the restricted parking. He felt they had a four prong
problem, Washington University commuter parking, long term student parking
during the week and the north and south side residents all vying for a parking
space.
Edna Stevens, 7056 Forsyth
Ms. Stevens is a condo owner on the south side of Forsyth. She stated that they
have the same problems as did the north side residents. Ms. Stevens stated that
as an adjacent resident, she was not informed of a petition being presented to
the Traffic Commission. She felt there were more people living on Forsyth than
the actual occupancy permits issued.
Mr. Price asked the City Manager to have the City’s police watch and ticket cars
that are in violation of improper parking. He also encouraged residents to call
the City’s police department.
Mr. Wagner felt the only show-stopper was the legality of having a petition for
one side of the street only. He suggested that passage of the petition would be
contingent on the completion of Highway 40, with the opening of the restricted
land on the south side of Forsyth and secondly be contingent on the City
Attorney’s review.
Mr. Glickert motioned to postpone the resolution until the April 6, 2009, meeting.
He felt the petition was close to being workable but the fairness and
reasonableness was still a question with him. He stated that we are a community
and Forsyth is a public street and he would rather have both sides of the street
on board on this petition. Mr. Sharpe seconded the motion.
