Forsyth is lifted. As the present petition moved forward, their goal was not to <br />have it implemented until Highway 40 was reopened. <br />CITIZEN COMMENTS <br />Carolyn Dolan, 7101 Forsyth <br />Ms. Dolan, representing the residents on the north side, stated that they would <br />like to restore and preserve the safety and desirability of living on Forsyth. As it <br />is, their driveways are partially or constantly blocked with parked cars. Even if <br />driveway was not blocked, the parked cars are so close to the edge of their <br />driveways that their visibility is blocked when trying to pull out of their driveway. <br />The north side residents have followed the procedures set up by the City in <br />asking for parking to be restricted on the north side of Forsyth to parking only by <br />permits for north side residents. The north side residents agreed to delay the <br />implementation of the petition until Highway 40 reopens. This would give the <br />south side residents eight months to pursue getting their own parking permit <br />restriction. <br />Mark Mulcheck, 120 S. Central Ave <br />Mr. Mucheck represented the residents on the south side of Forsyth. The <br />residents on the south side of Forsyth do not oppose the idea of putting in place <br />a parking permit system but felt the manner of how the petition was pursued was <br />not in the interest of all the residents on Forsyth. Mr. Mulcheck questioned the <br />petitions validity based on the language in which the enabling ordinance was <br />based on, University City code 10.40.030. He did not believe that the 75 percent <br />threshold had not been met according this code. As proposed, the residents on <br />the south side will not have any parking on their side of Forsyth between the <br />hours of seven to nine a.m. and three to six p.m. Mr. Mulcheck asked the <br />Council to review the Traffic Commission minutes of February 11, 2009, where <br />two members of the Public Works Department, who are also on the Traffic <br />Commission, recommended that the petition be amended to provide parking for <br />all residents, not just residents on the north side of the street. He asked the <br />Council and City Manager to refer to the City Attorney on the petition’s legality. <br />Rod Harkey, 7207 Northmoor <br />Mr. Harkey owns property at 7032 Forsyth. He noted that people on the south <br />side of Forsyth were not aware that they were not considered residents on <br />Forsyth when notices were published by the Traffic Commission. He wanted to <br />know that if the reference to non-residents in the petition referred to the residents <br />on the south side of Forsyth? He asked that the residents on the south side of <br />Forsyth have access to the parking on the north side of Forsyth also. <br />Agnes Demianski, 7046 Forsyth <br />Ms. Demianski lives in a condo on the south side of Forsyth and opposed the <br />petition and its language referring the residents on the south side as non- <br />residents. <br />David Stranquist, 7120 Forsyth <br />Mr. Stranquist asked if there would be ample parking on just the south side of <br />Forsyth to accommodate the medium housing density on that side of the street. <br />If there was ample parking for all residents on the south side of Forsyth on the <br />south side only, he had no problem putting their petition together.
