Session 1913 <br />March 15, 2004 <br /> <br />were reversed; 2) Section Eight Funding will be eligible for rehabilitation of <br />Section Eight rental units; which can pose a problem of a preponderance of St. <br />Louis County Section Eight housing in University City. Otherwise, it is a good <br />proposal. Some discussion of the benefits and drawbacks of the proposal <br />followed, and the consensus was that the proposal should be added to the City <br />Manager's agenda for the Regular Meeting for a Council vote. <br /> <br />The Study Session adjourned at 6:12 p.m. to go into executive session. The <br />study session will reconvene before the regular session if there is time to discuss <br />the Gay Field issue. <br /> <br />Mayor Adams declared the scheduled Executive Session Meeting open at 6:15 <br />p.m. (The Council voted to adjourn to this executive session at the this time at <br />the February 23rd regular session) The executive session was postponed at 7:24 <br />p.m., to be finished following tonight's regular and study sessions. <br /> <br />The Study Session reconvened at 7:25 p.m. <br /> <br />A.qenda Item #4 - Gay Park <br /> <br />Councilmember Wagner discussed briefly the letters he and Councilmember <br />Lieberman sent to the government of the City of Clayton and to the Clayton <br />School District in respect of proposed changes to Gay Park and how those <br />changes may impact citizens of University City. The consensus was to add this <br />issue to the agenda of the Regular Meeting <br /> <br />The Study Session ended at 7:35 p.m. to be reconvened at 8:15 p.m., which <br />followed the Regular Meeting. <br /> <br />A,qenda Item # 1 - Refuse Collection <br /> <br />Mr. Ollendorff informed the Council on the recent pilot roll out cart programs, <br />noting that one or two in condo areas were successes, whereas the program <br />failed to garner citizen support in residential alley areas that were used to using <br />dumpsters. Discussion ensued about recycling, fee increases, comments against <br />citizen's purchasing their own containers, because the trash collectors destroy <br />them when collecting the refuse. Dumpster lids are a problem, as are squirrels. <br />All options need to be studied; fees need to be increased to cover the actual <br />costs, Mr. Ollendorff said. Providing refuse collecting service to Pagedale as a <br />money making enterprise was suggested. The consensus was that these issues <br />need to be discussed further at a later study session, in order to determine the <br />desirable balance between cost and good service. <br /> <br /> <br />
