Session 1916
April 19, 2004

Mr. Sharpe agreed with Ms. Welsch, but pointed out that this community can examine
several viable options, and to hear what citizens think about the proposal. He said
opponents often dominate those who support a suggestion. He agreed with Mr.
Wagner that a public hearing would be appropriate.

Ms. Brungardt commented that based upon information received from the City
Manager's report, she felt the notion of expanding pool use as a source of revenue, was
questionable and based upon conjecture. She is in favor of finding more substantative
ways to raise revenue.

Elsie Glickert, 6712 Etzel Avenue, congratulated the newly-elected representatives and
lauded the "petticoat council." Speaking as a former member of the City Council
herself, she noted that this issue "of returning the pool to the citizens of University City"
has been under consideration since 1980. She described use of the pool as "chaotic"
when it was open to the general public, pointing out that residents do not use it due to
poor deportment. She is not in favor of non-residents using it, because it causes
problems both in the pool and in the surrounding neighborhood. Specifically, she cited
problems of "hijacking children on bicycles," and "robbing them of change from their
pockets." She admitted that the pool is underutilized, but alluded to weather as a factor
in under use. She wants the pool marketed and suggested the following ideas: 1) a
"sample swim" offered to apartment dwellers to use Heman Park and the Natatorium; 2)
invite seniors and provide bus service to get them there; 3) employee notices in
employee paychecks.

Jen Jensen, 706 Pennsylvania, another pool enthusiast, stated that some members of
the Proposition K committee attended the last meeting of the Park Commission. She
agreed with earlier comments made this evening. She suggested marketing the pool,
too. She asserted that the Parks and Recreation booklet is the best produced in many
years, thought banners advocating swimming lessons would be a good idea. She
pointed out that she worked hard to pass the sales tax relating to Proposition K.

Barbara Heise, 920 Golf Course Drive, asserted that "the meeting" was a success, but
feels that citizens need "to stay on top of promises to make sure they are fulfilled." She
then commented upon her regard and affection for University City, mentioning that
because of them she is most distressed to hear people at this meeting describing "drug
deals, known drug houses, a store known to violating liquor laws and for drug abuse
and sales." She described her embarrassment at having to admit these activities take
place, without some severe measures taking place to make them stop. She
congratulated new members of the Council.

ADJOURNMENT

Mayor Adams announced that the next regular meeting of the City Council will be held
on Monday, May 3, 2004, at 7:30 p.m. in the Council Chambers.
Page 10
