Session 1919
May 10, 2004

What is not here, is all the usual upgrades of equipment. The console must be
replaced. What is in this budget is continued up-grading

In respect of Crossing Guards, the City currently pays the full cost for those at
University City schools, and the City Manager asked if this policy should remain, or if
the School District should contribute to the costs, as they did in the past?

Fire Department - 2020

There are no major changes here. More staff can be justified, but not afforded.
Washington University receives fire service from both University City and City of Clayton
as part of a mutual aid pact. Councilmember Bungardt suggested approaching
Washington University for funding to support a firefighter, as well as asking for money
for a police officer. Reserve funds are set aside for purchase of new rescue vehicles;
this area is under funded.

Line item 729.76 was increased to cover the actual cost of inoculations for employees.
Line item 732.20 relates to wearing apparel and the option to wear more casual
clothing, but it does not affect the budget greatly. Former Councilmember Munkel, from
the audience area, asked about the discrepancy between $600,000 shown in the
budget for capital expenditures in the Fire Department and only $70,000 put in reserves
for future equipment. He was confused about what a specific tax bill said and how it
related to the budget.

Mayor Adams asked Councilmembers to submit their written goals to Councilmember
Wagner by Thursday, May 13, 2004, so they can be included in the Friday packet.

Ms. Brungardt volunteered to work on letters of approach to Washington University
regarding funds for additional police and fire personnel.

EXECUTIVE SESSION:

Mr. Sharpe moved to hold the Executive Session meeting at 6:30 P.M. on Wednesday,
May 12, 2004, in the Second Floor conference room prior to the Budget Session, to
start at 7:30 P.M. on the same evening. Mr. Wagner seconded the motion. The vote
was taken: AYES: Ms. Colquitt, Ms. Brungardt, Mr. Wagner, Ms. Brot, Ms. Welsch, Mr.
Sharpe and Mayor Adams; NOES: none.

Mayor Adams adjourned the meeting at 10:12 P.M.

Page 8

Leisha Meine Forsythe
