Session 1927 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />June 28,2004 <br /> <br />At a study session of the City Council of University City held in the second floor <br />conference room, June 28, 2004, Mayor Joseph Adams called the meeting to order at <br />7:30 p.m. In addition to Mayor Adams, the following members of Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Ms. Francine Brungardt <br />Mr. Robert Wagner <br />Ms. Stefany Brot <br />Mr. Arthur Sharpe, Jr. <br />Ms. Welsch <br /> <br />Also present was the City Manager, Mr. Frank Ollendorff. <br /> <br />The Council discussed a number of issues. <br /> <br />Advisory Board - Councilmember Welsch said that tonight she wanted the Council to <br />determine the size and numbers of this group and for Council to issue approval for this <br />group, so that invitations may be sent to prospective members and the date set for the <br />first meeting. She submitted a list of people, separated into 1) her ad hoc task force on <br />economic development and redevelopment; 2) potential members, including those <br />recommended by Council or people expressing interest in joining the group. She favors <br />a large group and said they will determine their own modus operandi. Both property <br />owners and business owners are interested in participating. There will be one official <br />Councilmember liaison, but all Councilmembers are welcome to attend all meetings. <br />Mr. Sharpe asked how a Councilmember became the official member, because he <br />noticed little representation from the Third Ward. The Council eventually agreed that a <br />group size of 25 would be sound. Ms. Brungardt favored a membership divisible by <br />three with equal representation from each ward, including both property owners and <br />business owners. Ms. Welsch asked the Council to submit names of prospective <br />participants by July 6, 2004, including any concerns about these prospects, which may <br />require an Executive Session meeting of the Council at a later date. The matter will be <br />referred to the City Attorney for consideration as far as the appropriateness of an <br />executive session being the forum of this issue. The Council needs to agree on an <br />appropriate date to meet to determine membership of this board. <br /> <br />Non-Resident Access of the Pool - The Council voted not to allow non-resident use of <br />the pool, but there were requests for exceptions. Also, Council asked the City Manager <br />to provide a report on: 1) past policies allowing non resident use of the pool and 2) past <br />policies on reduced admissions. Discussion on these issues ensued, as well as on <br />other issues relating to marketing pool passes to City employees and business holders, <br /> <br /> <br />
