Session 1925 <br />June 21,2004 <br /> <br />received. <br /> <br />The bill was given its third reading. <br /> <br />Mr. Wagner moved to adopt and Mr. Sharpe seconded. The roll call vote was as <br />follows: AYES: Ms. Brot, Ms. Welsch, Mr. Sharpe, Ms. Colquitt, Ms. Brungardt, Mr. <br />Wagner and Mayor Adams; NAYS: none. Bill 8718 passed and became Ordinance <br />6486. <br /> <br />Bills for Introduction <br /> <br />1. Mr. Sharpe introduced Bill 8719, which was read for the firs time: <br /> <br />AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER AND <br />EXECUTE AN AGREEMENT WITH THE MISSOURI HIGHWAYS AND <br />TRNASPORTATION COMMISlSONWHICH AUHTORIZES THE CITY TO <br />REMOVE AND REPLACE PURDUE AVENUE VEHICULAR BRIDGE WITH A <br />PEDESTRIAN BRIDGE. <br /> <br />2. Ms. Colquitt introduced Bill 8720, which was read for the first time: <br /> <br />AN ORDINANCE AMENDING CHAPTER 2.64 OF THE CITY CODE RELATING <br />TO THE NONUNIFORMED EMPLOYEES RETIREMENT SYSTEM BY <br />REPEALING AND ENACTING A NEW SECTION 2.64.070 SO AS TO PROVIDE <br />A REVISED METHOD FOR DETERMINING THE CITY MANAGER'S <br />CREDITABLE SERVICE. <br /> <br />3. Ms. Welsch introduced Bill 8721, which was read for the first time: <br /> <br />AN ORDININACE AMENDING CHAPTER 10.40. OF THE CITY CODE <br />RELATING TO STOPPING, STANDING AND PARKING GENERALLY, BY <br />REPEALING AND ENACTING A NEW SECTION 10.40.020 SO AS TO PERMIT <br />HANDICAPPED PARKING ON CERTAIN SIDEWALKS; CONTAINING A <br />SAVINGS CLAUSE ANDPROVlDING A PENALTY. <br /> <br />Mr. Wagner asked if there was any background information available, and Mayor <br />Adams said the County Highway Department required come major parking <br />changes on Delmar Boulevard, specifically at Delmar Boulevard and Jackson <br />Avenue, where handicapped access was requested. Mr. Wagner asked if an <br />ordinance was required, and was advised that the City Attorney had advised it. <br />Mr. Wagner is opposed. Mr. Ollendorff said that Council could amend this or <br />direct it to be rewritten to apply only to the specific location. Ms. Brot expressed <br />concern about a car parked where there should be a sidewalk. Mayor Adams <br />said this was the only place a handicapped parking space could be installed.
