Session 1928 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />June 30,2004 <br /> <br />At a special session of the City Council of University City held in the second floor <br />conference room, June 30, 2004, Mayor Pro Tem Robert Wagner called the meeting to <br />order at 6:30 p.m. In addition to Mayor Pro Tem Wagner, the following members of <br />Council were present: <br /> <br />Ms. Francine Brungardt <br />Ms. Stefany Brot (arrived at 6:32 p.m.) <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />Excused: Mayor Joseph Adams and Ms. Cassandra Colquitt. Also present was the <br />Assistant City Manager, Mr. Thomas Moton, Jr. <br /> <br />AGENDA #1 - LEEDS Informational Session: <br /> <br />Mr. Tim Michels, 7038 Cornell, a University City resident and an environmental engineer <br />and consultant provided an informational session regarding the benefits of LEEDS <br />certification to members of the City Council, by means of a PowerPoint presentation on <br />how LEEDS principles could be applied to the building of the new Heman Park <br />Recreation facility. All Councilmembers asked questions of Mr. Michels and were <br />answered. LEEDS principles (sustainable sites, water efficiency, energy and <br />atmosphere, materials and resources, indoor environmental quality and innovation and <br />design process) were explained. Several improvements were suggested for the Heman <br />Park Recreation facility which could save money over the life cycle of the building. <br />Examples were cited of esthetic elements and construction methods and materials <br />which could be changed to make the project less costly. Low cost energy improvement <br />loans are available, according to Mr. Michels, to help fund such energy-saving projects; <br />some schools and other municipalities are currently utilizing these loans. <br /> <br />AGENDA #2 - RECREATION FACILITY CONSTRUCTION BIDS: <br /> <br />Ms. Brungardt moved to remove this issue from the table. Mr. Sharpe seconded the <br />motion, which carried unanimously. <br /> <br />Much discussion took place during which every member present participated. It was <br />concluded that if the council voted approval tonight of accepting the K&S bid, then any <br />change orders put in by the city manager and staff must be approved by the City <br />Council. There was consensus that the city manager and staff look at the possibility of <br />moving to a central energy plant system from the proposed roof top one and report to <br />the Council the initial cost and the cost over the life time of each type of energy system. <br />Moreover, the Council instructs the city manager to look immediately into the feasibility <br /> <br /> <br />
