Session 1930 <br />July 26, 2004 <br /> <br />Resolution: University Park #2 Neiqhborhood Improvement Project -#2 <br /> <br />Ms. Welsch, stating a conflict of interest, excused herself from chambers at 8:45 <br />p.m. <br /> <br />Mayor Adams explained that the purpose of this resolution was to approve the <br />assessments and project estimates and their delivery to the neighborhood <br />improvement area citizens. <br /> <br />Ms. Brot moved approval. Ms. Brungardt seconded the motion, which carried <br />unanimously. <br /> <br />Ms. Welsch returned to the dais. <br /> <br />Resolution - Appointin,q Tim Michels as Environmental Consultant <br /> <br />Ms. Welsch stated that some her colleagues on the Council were uncomfortable to <br />some degree with this resolution and she wished to make some changes to it. She <br />suggested changes that would be limited to the last few paragraphs. She is very <br />interested in having the resolution passed tonight <br /> <br />Ms. Welsch moved approval. Ms. Brot seconded the motion. <br /> <br />Mr. Ollendorff recommended that the Council not pass this resolution. He believes that <br />this is an uncalled for slap in the face of City staff and the excellent consultants that <br />have drawn up a good, energy conscious plan for this facility. At this point, setting up <br />meetings and consultations is not in order. He would hope that this resolution would not <br />be passed. <br /> <br />Mayor Adams views this resolution as an attempt at micro managing. He also believes <br />that the entire Council was never informed of this concept. He has never received any <br />information or qualifications about this person who is supposedly to be the Council's <br />representative. Between Jacobs and Tim Michels there is no cooperation or <br />agreement. There will be never resolution. <br /> <br />Mr. Sharpe doesn't have any problem with everyone meeting with together. He does <br />have a problem with this gentleman being a representative of the Council. <br /> <br />Ms. Welsch stated that due to Mr. Sharpe's concern, she suggested that the resolution <br />be worded so that Nancy MacCartney and Jacobs Construction representatives are <br />authorized to meet Tim Michels, to discuss issues of energy efficiency and other <br />environmental substantive issues in connection with the Heman Park Recreation <br />Center. <br /> Page 9 <br /> <br /> <br />
